CMDT Amakiri

 

Amakiri Helen Omavuayan was born on 4th May, 1966. She hails from Southern Ijaw in Bayelsa State. A Christian and happily married with lovely children.

As an erudite scholar, Helen has committed herself to continuous learning, hard work and professional pro-activeness. She had her first degree in B.SC ED. (Biology) in the prestigious University of Benin, as a lover of academics; she proceeded to University of Lagos, Akoka where she had her masters in Educational Administration in 1989. Not satisfied with this, in 2005 she proceeded to University of Calabar where she added to her qualifications M.BA (General Management) in 2006. As a seasoned administrator and gallant officer, Helen proceeded to the prestigious University of Ibadan where she had her M.A (Peace and Conflict Studies) in 2011.

One may be tempted to ask why these numerous qualifications. She intends to use these experience and qualifications gained over the years to assist in the achievement of set Goals of any organization

Before resuming on 4th November, 2014 as the new Commandant of Rivers State, she worked at the National Headquarters of the Nigeria Security and Civil Defence Corps Abuja,

as Commandant SERVICOM   Helen happens to be a team player, humble and astute leader. She is highly coordinated and abhors arrogance and detests individualism and laziness. These qualities have greatly impacted positively on the lives of the officers and men in the Command.   

Amakiri is a Full Member Nigerian Institute of Management (NIM) – and Society for Peace Studies and Practice (SPSP). She has good communication skill as well as an excellent human relationship skill.  She also loves achieving goals and setting standards.

The good sense of humor and hospitality of Commandant Helen Amakiri as the Head of SERVICOM Nigeria Security and Civil Defence Corps, National Headquarters Abuja prompted SERVICOM office in the Presidency to recognize and honor her with the Award of Best Nodal Officer for the Year 2010. Her act of professionalism in SERVICOM rubbed off on the Corps thereby fetching the NSCDC the award of Best Performing SERVICOM Unit in all the Ministry Department Agencies (MDAs) from 2011 to 2013 respectively.   

As a renowned Peace maker and lover of people, Helen has been able to ensure that peace and tranquility reigns around her and this has fetched her the glorious noble Leadership Ambassador      Award in 2014.

BRIEF PROFILE OF NSCDC RIVERS STATE COMMAND

In actualization of the statutory mandates of the NSCDC in general and Rivers State in particular, the Command carries out different security duties to ensure peace and orderliness. Officers in the command perform routine vehicular and foot patrols yielding positive result in the averting of crimes, arrest of Oil thieves and other suspected criminals in the state.                                                                                                               

The command operates under the leadership of an indefatigable Commandant, Amakiri Helen Omavuayan and has recorded successes. The success story of the command is connected to the established synergy which exists with the Corps and other sister agencies in the state with the emergence of Amakiri Helen in November 2014.                                                          

On assumption of duty in the state, the Commandant has paid courtesy visits to the Nigerian Immigrations Service, Commissioner of Police, Director of State Security Services, Brigade Commander, Bori Camp, Naval Commander Nigerian Navy Ship Pathfinder (NNS). 

Similarly, the Commandant has embarked on familiarization visits to stakeholders like, Zonal Head of Operations EFCC Port Harcourt, State Head ICPC Port Harcourt, External Security Relations, Shell Petroleum Development Company (SPDC), Industrial Area, Resident Electoral Commissioner INEC.

The Commandant has also received on courtesy visits the Caretaker Chairman Obio/Akpor Local Government Area Rivers, The Zonal Chairman NUPENG, The State Coordinator National Health Insurance Scheme, The Zonal Director National Oil Spill Detection and Response Agency (NOSDRA).

Besides, the NSCDC boss have also commenced an unscheduled familiarization tour round the 23 Local Government Areas of the State, this was to ensure the Divisional Officers and their Area Commanders are working round the clock to ensure total commitment to fulfillment of the Core mandate of NSCDC and justification of the Tax Payers money expended on the personnel.                                         

The result of the aforementioned has culminated in confidence bestowed on the Corps to enhance its performance in the State.

ACHIEVEMENTS

Undoubtedly, the performance of the Nigeria Security and Civil Defence Corps (NSCDC,) in the State has proved that the Corps has justified its statutory existence.  This is sequel to the tempo by which the NSCDC has set off in pursuit of its mandate of putting Nigeria among countries with low wave of crimes. In view of the good beginning, it is difficult to make an honest impact assessment of security agencies in Nigeria without mentioning the Corps. Instances like security of venues during party primaries for State and National Assemblies, Gubernatorial and Presidential flag-bearers, evacuation and assisting of victims of fire disaster, reduction of activities of kidnappers and rigorous anti-vandal wars are among many of such events.

The role of the routine patrol officers has resulted in timely response to emergency situations like accidents and evacuation of casualties to hospitals and settlement of disputes to prevent civil unrests.

The Corps have been able to checkmate the nefarious activities of oil thieves in the state. For instance within the shortest time frame of her assumption into office as the new State Commandant,  the Anti Vandal Unit was mandated to ensure that Vandals are arrested on weekly bases until oil thieves are wiped out from Rivers State. Through her proactive operations an Illegal Refinery, disguised as Palm Kernel factory was discovered and sealed off in Etche Local Government Area of the State. Over forty four (44) suspects were arrested in connection to crime relating to floating Illegal Refineries, three Illegal refineries were also discovered and completely destroyed; over twelve Suspects were also arrested on cases relating to illegal dealings on Adulterated Petroleum Products.

Over twenty cases relating to pipeline vandalism were also handled within two months of her resumption. Items recovered include; thirty Six boats, two Barges (for transporting Crude oil on water), one Tug boat, a Lorry, Busses, several motor bikes, hundreds of drums, a Tipper and GP Tanks, several Generator sets and pumping machines, as well as black oil.    

The Commandant advocated that effort should be re-doubled in surveillance and intelligence gathering to nib crimes in the bud as far as Rivers is concerned.

The proactive measures taken by the Command as a result of the 24/7 security surveillance on oil pipe lines in the state is yielding positive result because public infrastructures and oil pipelines are now secured within the state. In few situations that perpetrators of various criminal acts insists on carrying out dastardly acts, many have been arrested and prosecuted respectively.

As a mark of support and encouragement, the general publics are encouraged to continue to support the Corps in areas of information supply and to desist from incriminating acts. The government on the other hand can improve on different forms of assistant, while sister organizations should note that the Corps is committed to synergy in the interest of national security. As for the Corps, the desire is to justify tax-payers money expended on it.
